The Penguins will brief the City Planning Commission on its preliminary land development plan for the Lower Hill District at 1 p.m. today.

Monday night, about 80 people attended a public meeting at the Kaufmann Center in the Hill District and discussed the proposed plan, a mix of housing, offices and commercial development on the 28-acre site. Concerns about new buildings blocking views were addressed in a "step-back approach" along Centre Avenue, opening views to St. Benedict the Moor Catholic Church. Some allowable heights along Bedford Avenue were also reduced.

That meeting was the third of four the Penguins have scheduled on the preliminary land development plan, which serves as a blueprint for the 28-acre redevelopment. The next meeting will he held Nov. 13 at Consol Energy Center.

A Planning Commission hearing with public testimony is scheduled for 2 p.m. Nov. 18.
